Airtime Manager reports that O2 will be the first carrier to launch BlackBerry Internet Service 2.0 in the UK.

BIS 2.0 makes it much easier for consumer BlackBerry users that are not connecting their device to a BlackBerry Enterprise Server to get email on their BlackBerrys from existing email accounts.

The old mailbox relay system has been replaced with a slicker web interface where you simply add your existing email accounts, so theres no longer a mailbox quota to manage.
